Tattoos
In North Carolina it is illegal to tattoo a minor under the age of eighteen.
No one without a permit is allowed to tattoo, to scar, or any kind of modification. Licensed physicians and physicians assistant and nurses are exempt from this law.
To obtain a permit one must apply to the Department of Environmental health and Natural resources. The department, acting through the local health department inspects the equipment, premises, instruments, and utensils to determine whether the person is applicable to receive the permit. The department may reject or revoke the permit at any time if it finds the tattoo artist to be violating any of the regulations laid down for their equipment.
This does not permit the tattoo artist to remove the tattoo from the body of a human being.

Piercings
In North Carolina it is illegal to give a minor under eighteen years of age a piercing on any part of the body other than the ear without parental consent.
Otherwise the same laws appeal to tattoos as piercings.

Extreme Modifications
Extreme modifications are banned in a few states, including Texas and Delaware, which specifically prohibit tongue splitting. But such procedures usually fall under a legal grey, area. Therefore, many of these procedures are done by underground “cutters” (body modifiers with high levels of surgical skill and training) semi-legally or illegally.
